Mahan Air compensation: which flights EU261 actually covers
Mahan Air is a privately owned Iranian airline headquartered in Tehran, operating from Tehran Imam Khomeini and Mehrabad airports. It once served several European cities, but that network has gone. Germany banned the airline in January 2019, France followed in March 2019, Italy in December 2019, and Spain withdrew its traffic rights in April 2020. In October 2024 the Council of the EU added Mahan Air to its sanctions list.
Because Mahan Air is not an EU carrier, Regulation (EC) 261/2004 applies to it only on flights that took off from an airport in the EU, Iceland, Norway or Switzerland. Flights from Tehran into Europe were never covered.
Delay from Europe
A flight leaving the EU that reached its destination 3 or more hours late.
EU departures onlyCancellation
A departure from the EU scrapped with less than 14 days' notice.
Short noticeDenied boarding
Turned away at a European airport despite a valid ticket and travel documents.
From an EU airportNot covered
Flights departing Iran or any other non-EU country, and domestic Iranian flights.

How much Mahan Air would owe
Routes to Iran are long, so they fall into the higher compensation bands. The figure depends on the distance to the final destination on the ticket.
| Distance | Former Mahan Air routes from the EU | Amount |
|---|---|---|
| 1,500 to 3,500 km | Athens–Tehran | €400 |
| Over 3,500 km | Barcelona–Tehran | €600 |
Every passenger has an individual claim, and children with their own seat get the same as adults.
Delayed Mahan Air flight
For a delay on a flight out of Europe, the arrival time was the moment the first door opened. While waiting, the airline had to provide meals and drinks after 3 hours on medium-haul routes and after 4 hours beyond 3,500 km, plus a hotel for an overnight wait. After 5 hours you could give up the trip and get your fare back. On a single ticket from the EU connecting in Tehran, the delay at the final destination is what counts. See our page on Mahan Air delay compensation.
Cancelled Mahan Air flight
When each country revoked Mahan Air's permits, its European flights were cancelled wholesale. A refund of the ticket is always owed in that situation. Fixed compensation is harder: a ban imposed by a government is generally treated as an extraordinary circumstance. A cancellation for operational reasons announced less than 14 days ahead is another matter. More on our page about Mahan Air cancellations.
Overbooking on Mahan Air
Passengers bumped from a full Mahan Air flight at a European airport were owed compensation on the spot, along with rerouting or a refund. That did not apply if a valid passport or Iranian visa was missing. Read more about Mahan Air denied boarding.
Strikes affecting Mahan Air
A walkout by the airline's own staff is not an extraordinary circumstance (case C-28/20). A strike by air traffic controllers or by staff at a European airport is.
Why Mahan Air may refuse to pay
Keeping aircraft serviceable is the airline's own responsibility, unless there was a manufacturing defect.
EU Court of Justice, case C-549/07Revoked permits and airspace closures are normally beyond an airline's control.
The return leg from Iran is not covered. Only the part of the journey that began in Europe counts.
EU sanctions and your claim
The measures adopted in October 2024 freeze Mahan Air's assets and bar EU citizens and businesses from dealing with it. That makes recovering money from the airline very difficult. Each case has to be assessed individually, including the time limit, which depends on the country where you bring the claim (EU Court of Justice, case C-139/11).
How to claim from Mahan Air
Contact the airline through its official website. After that you can go to the national enforcement body of the country your flight departed from, or to the civil courts.
We review your case free of charge. If we go ahead, you only pay on success: 25% + VAT. We cover the legal costs.

How long payment takes
When an airline accepts a claim, payment normally arrives within a few weeks, and a formal demand or court case adds several months. With Mahan Air, sanctions make the timing unpredictable, and we will say so before we start.
Mahan Air baggage problems
Lost or damaged bags fall under the Montreal Convention. Complete a PIR at the airport, then claim within 7 days for damage and within 21 days of delivery for a delayed bag.
