Utair compensation: when European law protects you

Utair (spelt UTair until 2017) is a Russian airline that grew out of Aeroflot's old Tyumen directorate. It is headquartered in Khanty-Mansiysk, with hubs at Surgut and Moscow Vnukovo. It is still operating, mainly on domestic Russian routes, but has not flown in the European Union since late February 2022, when the EU closed its airspace to Russian carriers. Since December 2024 it has also been on the EU sanctions list. Its European network was small: destinations included Milan Malpensa, Munich, Berlin, Riga, Tallinn, Vilnius, Heraklion and Split.

Utair is not a European airline. Regulation (EC) 261/2004 therefore bound it only on flights taking off from the EU, Iceland, Norway or Switzerland: Munich–Moscow yes, Moscow–Munich no.

Delayed Utair flight: what to dig out

The delay is measured when the door opens on arrival. If the trip was a few years ago, look for:

  1. The ticket receipt with the UT flight number and booking code.
  2. Boarding pass, including any domestic leg from Vnukovo to Surgut or Tyumen.
  3. Texts or emails in which Utair announced the new time.
  4. Costs you paid while waiting: meals, taxis, a night in a hotel.
  5. Your Status account, Utair's loyalty programme, which keeps your flight history.

Departing from the EU, you were entitled to meals and drinks, plus a hotel and transfer if the wait ran overnight:

Utair and overbooking

If you were kept off a flight at Munich because there were more passengers than seats, compensation had to be paid straight away, plus rebooking or a refund. If your Russian visa was missing, the airline owed nothing. Read the page on Utair overbooking.

Strikes: when Utair has to pay

A stoppage by Utair's own employees, such as crews or engineers, is part of the airline's risk according to the Court of Justice of the EU (case C-28/20). An air traffic control strike in Germany or Italy is not: there, compensation is not owed.

Utair today: Russian network, sanctions and flights not covered

Utair runs over a hundred routes, mostly domestic, plus flights to Turkey, the UAE, Armenia, Azerbaijan and Central Asia. A British or European passenger flying Utair from Antalya or Dubai to Moscow has no EU protection. For old departures from the EU, the December 2024 sanctions make payment harder to obtain, so we tell you what to expect before opening the claim.

Limitation period

Each country applies its own time limit, as the Court of Justice of the EU confirmed (case C-139/11). Utair's European flights stopped in 2022, so in some countries it may be too late. Check your flight date.

How long payment takes

An airline that accepts the complaint usually pays within a few weeks; a formal demand and court action take a few months. With Utair, sanctions may stretch this further.

Lost or damaged Utair luggage

The Montreal Convention applies here. Fill in a PIR at the airport, then send a written complaint within 7 days for damage and within 21 days of delivery for a delayed bag.

Utair Aviation compensation: frequently asked questions

Does Utair still fly to Europe?
No. Since late February 2022 Russian carriers have been barred from EU airspace, so Utair dropped its links with Milan, Munich, Berlin, the Baltic capitals, Heraklion and Split. It still flies within Russia and to some non-EU countries.
Are Utair and UTair the same airline?
Yes. In 2017 the company changed the spelling of its brand from UTair to Utair. You can use either name in our form.
Which Utair flights are covered by Regulation (EC) 261/2004?
Only those taking off from an airport in the EU, Iceland, Norway or Switzerland. Utair is Russian, so Moscow–Munich was not covered, while Munich–Moscow was.
How much for a Utair Riga–Moscow flight that arrived 3 hours late?
€250 per passenger, because the route is under 1,500 km, unless the delay was due to an extraordinary circumstance.
My Utair flight was cancelled at the end of February 2022. What can I claim?
A full refund of the ticket. Fixed compensation is generally not due, because the airspace ban was imposed by the authorities.
Do the EU sanctions on Utair block compensation?
They don't cancel your right, but since December 2024 they make collecting payment more complicated and slower. We assess your case free of charge and tell you whether it is worth going ahead.
Is a Utair flight from Antalya or Dubai to Moscow covered?
No. For a non-EU carrier, the European rules only apply when departing from a European airport, whatever your nationality.
