Rossiya Airlines compensation: what EU261 still covers
Rossiya Airlines is the St Petersburg-based member of the Aeroflot Group, with bases at Pulkovo, Moscow Sheremetyevo, Sochi and Krasnoyarsk. It has not served any EU country since late February 2022, when European airspace closed to Russian carriers; in April 2022 it was also placed on the EU Air Safety List of airlines banned from operating in Europe. The UK closed its airspace to Russian airlines too. Rossiya still flies within Russia and to a number of non-EU countries.
As a non-EU carrier, Rossiya was bound by Regulation (EC) 261/2004 only on flights leaving an airport in the EU, Norway, Iceland or Switzerland. A Barcelona–St Petersburg flight was covered; the return leg to Barcelona was not.
Delay
A Rossiya flight from a European airport reaching its final destination 3 hours or more late.
Departures from Europe onlyCancellation
A flight to Russia scrapped with under 14 days' notice and no close alternative.
Late noticeDenied boarding
Left behind at an EU airport because the flight was oversold, with valid papers and on time at the gate.
Owed on the spotNot covered
Flights from Russia into Europe, domestic Russian flights and cancellations caused by the 2022 airspace ban.

How much Rossiya Airlines had to pay
The sum is fixed per passenger and depends on the distance from the European departure airport to the final destination; the fare paid is irrelevant.
| Distance | Example routes from the EU | Amount |
|---|---|---|
| Up to 1,500 km | Helsinki–St Petersburg, Riga–St Petersburg | €250 |
| 1,500 to 3,500 km | Rome–St Petersburg, Barcelona–St Petersburg | €400 |
| Over 3,500 km | Milan–St Petersburg–Krasnoyarsk on one ticket | €600 |
Each traveller has a separate claim, including children with their own seat: a family of four on a Rome–St Petersburg flight that landed 5 hours late could ask for €1,600.
Delayed Rossiya flight: building the case today
With a flight from a few years back, the job is to reconstruct what happened. The arrival time that counts is when the doors opened, not touchdown. Dig out:
- Your e-ticket with the flight number, which often starts with SU, the shared Aeroflot Group code.
- The "operated by Rossiya" line on the confirmation, which shows who is liable.
- Boarding passes, including any onward leg from Pulkovo or Sheremetyevo.
- Delay notices sent by email or text with the revised times.
- Receipts for food and hotels you paid for while waiting.
Care at the airport
On departures from Europe Rossiya had to provide food, drinks and, for an overnight wait, a hotel and transfer:
| Route | Care due after |
|---|---|
| Up to 1,500 km | 2 hours |
| 1,500 to 3,500 km | 3 hours |
| Over 3,500 km | 4 hours |
| 5 hours or more | You could drop the trip and get the fare back |
Missed connection in St Petersburg
Flew from Milan via Pulkovo to Siberia and missed the onward flight? On a single booking, what matters is the delay at your last stop. See our page on the delayed Rossiya flight.
Cancelled Rossiya flight: what you can still claim
Must be returned for any cancelled flight from the EU, including those axed in February 2022.
Added only with late notice and a cause that was not extraordinary.
| Notice | Compensation |
|---|---|
| 14 days or more | No |
| 7 to 13 days | Yes, unless the new flight left no more than 2 hours early and arrived under 4 hours late |
| Under 7 days | Yes, unless the new flight left no more than 1 hour early and arrived under 2 hours late |
February–March 2022. Cancellations forced by the airspace closure were imposed by governments: fixed compensation is usually not due, but the refund for the unused flight is. More on the cancelled Rossiya flight page.
Rossiya overbooking at European airports
If Rossiya left you behind at an EU airport because the flight was full, compensation was due straight away, plus rerouting or a refund. A refusal over a missing Russian visa does not count. See the guide to Rossiya overbooking.
Strikes and Rossiya Airlines
A walkout by Rossiya's own pilots or cabin crew is part of running the airline and does not excuse it from paying (case C-28/20). Industrial action by air traffic controllers in a European country is different: it is an outside event.
Rossiya said no? We review the reason
A defect found during routine maintenance is the airline's own risk.
EU Court of Justice, case C-549/07The operating airline is liable: if Rossiya flew the plane, the claim goes to Rossiya.
Correct: on flights from Russia to Europe the regulation does not bind a Russian carrier.
Rossiya and the Aeroflot code
Since 2014 flights by Aeroflot Group airlines have been sold under a single code, which is why many Rossiya flights carry an SU number. Its frequent flyer scheme is Aeroflot Bonus. Donavia and Orenair were folded into Rossiya in 2016.
How to claim from Rossiya
Write to Rossiya through its website and, if nothing happens, go to the national enforcement body of the country where the flight departed or to court, at your own cost.
We check coverage and deadlines for free. You pay only if you are paid: 25% + VAT. Any legal costs are ours.
If Rossiya has already rejected you
You can still hand the case to us: we reread the reply and consider a formal demand.
Documents
- Booking confirmationEven an old email showing the SU or FV number.
- IDFor every passenger.
- Rossiya's messagesDelay notices, replies, receipts.
Time limits
The deadline is set by the law of the country where you bring the claim (case C-139/11). Several years have passed since Rossiya last flew to the EU, so in some countries the window may have closed and in others not. Enter the date and we will check.
How long payment takes with Rossiya
With an airline that no longer serves Europe, timing is hard to predict: usually a few weeks if it accepts, several months if formal action is needed. We tell you honestly what the realistic options are before we start.
Lost luggage on a Rossiya flight
The Montreal Convention applies: file a PIR at the airport, then complain in writing within 7 days for damage and within 21 days of getting the bag back for delay.
