Ural Airlines compensation: claims for flights out of Europe

Ural Airlines is a Russian carrier headquartered in Yekaterinburg, with bases at Koltsovo and at Moscow's Domodedovo and Zhukovsky airports. It is still flying, but no longer to or from the European Union: Russian aircraft have been barred from EU airspace since late February 2022, and in June 2024 the EU added Ural to its sanctions list. Before that it linked Russia with cities such as Paris, Frankfurt, Munich, Prague, Barcelona, Rome and Geneva. If one of those flights let you down, you can still ask us to look at it.

As a non-EU airline, Ural was bound by Regulation (EC) 261/2004 only when departing from the EU, Iceland, Norway or Switzerland. Munich–Moscow was protected; the return leg, Moscow–Munich, was not.

The benchmark is when the aircraft doors opened at the destination, not touchdown. Search your inbox and phone for:

  1. The booking confirmation with the reference and the U6 flight number.
  2. Boarding passes, including any domestic hop after Domodedovo or Zhukovsky.
  3. Messages from Ural giving the revised schedule.
  4. Receipts for food and transport bought at the airport.
  5. Your Wings balance, the airline's loyalty scheme, if you collected miles.

February 2022. Shutting European airspace to Russian aircraft was a political decision, so those flights normally carry no compensation, though the fare must be refunded. More on the page about a cancelled Ural Airlines flight.

Ural Airlines overbooking

Being turned away at Barcelona or Geneva because the plane had been sold beyond capacity triggered compensation on the spot, plus another flight or a refund. A missing Russian visa was a different story: that was down to the passenger. Further details on Ural Airlines overbooking.

Strikes and Ural Airlines

A walkout by the airline's own pilots or cabin crew does not release it from paying, as the Court of Justice of the EU ruled (case C-28/20). A strike by French or Italian air traffic controllers is another matter: it is an outside factor.

Ural Airlines today: where it flies and what isn't covered

The airline keeps flying within Russia and to Turkey, the United Arab Emirates, Egypt, Central Asia and China. A Ural flight from Istanbul or Dubai to Moscow falls outside the European rules, whatever passport you hold. Does Ural Airlines still fly to Europe?
No. Since late February 2022 Russian aircraft have been barred from EU airspace, so Ural no longer serves cities such as Paris, Munich, Prague or Rome. It does still fly within Russia and to countries such as Turkey, the UAE and Central Asia.
Which Ural Airlines flights fall under Regulation (EC) 261/2004?
Only departures from airports in the EU, Iceland, Norway or Switzerland, because Ural is a Russian carrier. Munich–Moscow was covered; Moscow–Munich was not.
How much for a Paris–Moscow flight that arrived 4 hours late?
€400 per passenger, as the route is longer than 1,500 km, unless the delay was caused by an extraordinary circumstance.
My Ural flight was cancelled because of the 2022 airspace closure. What am I entitled to?
A refund of the fare. Flat-rate compensation usually not, because the airspace ban was decided by governments, not the airline.
Ural Airlines is under EU sanctions. Can I still claim?

Is a Ural flight from Istanbul or Dubai to Moscow covered?
No. European rules only apply to a non-EU carrier when it departs from a European airport, regardless of your nationality.
